middle position is rest and upper and below sends the messages rapidly?

ideally i want it to send the values anytime i start increasing or decreasing the fader, no matter where the position of the fader starts from. So like the fader is all the way down and i start moving it up, then it will send 65 the entire time i move the fader up. or the fader is 75% up and i start moving it down, itll send 63 the entire way. so basically there isn't any rest or transition area in the middle, it acts more like an encoder set to relative
